The Anti Goats' Proposal

On the afternoon of February 19, 2020, the young screaming goats of Ms. Lueders's virtual classroom were buzzing with excitement for today. They recently had some snow days so they were eager to hear this week's announcements. However, this time a cold proposal came in.
A prominent anti-goat stated a proposal which involved a peace treaty. If the Screaming Goats accepted the peace treaty, the two sides could have a discussion by the Jade Mountains. If not, war would be called.
With no hesitation, the President of the Screaming Goat Empire, clicked "Enter" to submit his answer.
It was a no.
The Screaming Goat Empire had a strong military and it had a duty to wipe out their enemies.
Be on the lookout, people on all sides. The war is getting started.
